Prime Minister

Kyriakos Mitsotakis

Kyriakos Mitsotakis was sworn in as Prime Minister of the Hellenic Republic on July 8th, 2019.

President of Nea Demokratia since January 2016, managed to modernize his party, renew and boost its membership base, create a system of funding based on small annual donations by the members and put in place a code of transparency and accountability in the operations of the party.

He led his party to a landslide victory three years later, campaigning on a platform for jobs, strong growth and lower taxes. Nea Demokratia was the first party to win an absolute majority in the Greek Parliament since 2009.

As Minister of Administrative Reform and e-Government from June 2013 until January 2015, he spearheaded comprehensive national reforms by implementing a functional reorganization of institutions, structures and processes.

A member of the Parliament since 2004, Kyriakos Mitsotakis has participated in the Committee for Constitutional Amendment, the Committee for Trade and the Committee for National Defense. He was also an active member of the NATO Parliamentary Assembly.

As Chairman of the Environment Committee between 2007-2009, he passionately pursued issues pertaining to climate change and advocated for the need for environmentally sustainable growth. Since then, he was the shadow-minister for the environment and climate change for Nea Demokratia until 2012.

Before entering politics, he worked for ten years in the private sector as a financial analyst with Chase Investment Bank, a consultant with McKinsey and Company and finally as CEO of NBG Venture Capital at the National Bank of Greece.

He obtained his bachelor’s degree in Social Studies, summa cum laude, from Harvard University, and earned an MA in International Relations from Stanford University and an MBA from Harvard Business School.

Kyriakos Mitsotakis is married to Mareva Grabowski and they have three children, Sofia, Constantinos and Dafni.

Minister of Rural Development & Food

Spilios Livanos

Spilios Livanos was born in Athens in 1967.

He graduated from Athens College. He studied Economics and Political Sciences at the University of Massachusetts, Amherst, USA and International Relations and Comparative Political Analysis at the University of Reading, UK.

He was employed at the European Commission’s Social Fund in Bruxelles, then moved back in Greece as an executive on corporate development of private enterprises. In 2002, he founded a construction and real estate management company operating in Greece and Belgium.

In 2007 he was elected for the first time Member of the Greek Parliament. In 2009 he was appointed Deputy Secretary of Political Planning of New Democracy and in 2013 Secretary General of Political and Strategic Planning of New Democracy.

In 2016 he was appointed Special Counselor for Entrepreneurship to the leader of New Democracy, PM Kyriakos Mitsotakis. In 2019 he served as Parliamentary Representative for New Democracy in the Greek Parliament.

He was a member of the Standing Parliamentary Committee on Cultural and Educational Affairs, the Standing Parliamentary Committee on Economic Affairs, the Special Standing Parliamentary Committee on the Financial Statement and the General Balance Sheet and the implementation of the State Budget.

On the 4th of January 2021 he was appointed Minister of Agriculture, Rural Development and Food.

He speaks English and French. He is married to Domna Kyrzopoulou, lawyer with whom shares three children, Dionysis, Danae and Alice.

Adonis-Spyridon Georgiadis

Adonis Georgiadis was born on November 6th, 1972, in Athens.

He graduated from the Faculty of History & Archaeology of the School of Philosophy of the National & Kapodistrian University of Athens.

In 1993, he took over the management of publications ‘GEORGIADIS-LIBRARY OF GREEK’. In 1994, he founded the Liberal Studies Center “GREEK EDUCATION”.

Elected MP in Athens B region in the elections of 2007 and 2009 with the LAOS political party.

In February 2012, he joined the Nea Demokratia political party, having resigned from the parliamentary office. Elected with Nea Demokratia in Athens B in the national elections of 2012 and 2015.

In 2011, he was Vice Minister of Shipping in the Government of Lucas Papademos and in 2013 he was appointed Minister of Health in the Government of Antonis Samaras.

On January 18th, 2016, he was appointed one of the two Vice-Presidents of the Nea Demokratia by decision of Kyriakos Mitsotakis, the President of Nea Demokratia.

On July 9th, Adonis Georgiadis was appointed as Minister of Development and Investments after the 2019 Greek elections.

He is married to Eugenia Manolidou and they have two children, Perseus and Alcaeus.

Kostas Fragogiannis

Kostas Fragogiannis was born in 1959, in Kavala, where he completed his basic education. After graduating from the British Institute of Marketing (HND), he continued his studies in the U.S., earning a BS in Business Administration and an MBA in International Management & Computer Systems from the University of San Francisco.

For over 30 years, he has held senior executive positions in major companies and groups, such as Emporiki Bank, Interbank, Delta, the Vasilakis Group, Ant1, the Viohalco Group, Vivartia, and the Chipita Group, where he was also a founding member of the Group’s international operations 24 years ago. Before assuming his duties as Deputy Minister of Foreign Affairs for Economic Diplomacy and Openness, he was the Development Manager of the Chipita Group, contributing significantly to the further growth and development of the Group’s international operations.

Having successfully handled development projects worth hundreds of million of euros throughout the world, he has gained invaluable experience in negotiating with organizations in countries where he has overseen investments. Through his role in the development and internationalization of companies, he has contributed to the creation of thousands of jobs, while also creating considerable added value in each country where he has been active. He has led a total of 18 productive investment projects in 16 countries, 9 investment consortiums, 5 buyouts and, finally, the founding of multiple commercial enterprises in dozens of countries.

Through his many years of international experience, he has gained a full and up-to-date perspective on what is required to effectively attract foreign investments and to promote exports and growth in the international economy.

Thanasis Kontogeorgis

He graduated from the College of Athens and then studied Law at the University of Athens. He continued his postgraduate studies in Public Policy and Administration at Harvard University (Master in Public Policy-Harvard Kennedy School of Government).

Furthermore, he is a lawyer at the Supreme Court and the Council of State and founder-lawyer of KTA Legal, with many years of experience in representing companies, public bodies and collective organizations.

Fluent in English, German, French, Italian and Russian.

He served as Legal Adviser to the Greek Government until 2014, providing support to the Office of the Prime Minister, the Minister of Finance, the Ministry of Culture and the General Secretariat of the Government.

He was a member of the Government Private Debt Management Council and vice-chairman of the Accounting Standardization and Auditing Committee (ELTE).

He took an active part in the negotiations with the European Commission, the IMF and the ECB, as well as in the drafting of a number of bills on tax and accounting legislation, companies, and the banking system.

Since July 2019, he has been the Secretary General of Coordination in the Presidency of the Government.

Apostolos Touralias

Founding member of Andromeda SA, Mr. Apostolos Touralias has an aquaculture experience spanning more than thirty years. He has served as an Administrative Manager, Operations Manager, HR Manager, Sales & Production Manager and Commercial Manager. Currently he is the Production & Sales Planning Director for Avramar Group.

Additionally, through his constant presence in the sector’s institutional affairs, he is the elected Chairman of the Board of Directors of the Hellenic Aquaculture Producers Organization (HAPO), the Managing Director of the “Echinades and West Coast of Aetoloakarnania Development SA” and member of POAY Echinadon SA (Allocated zones for aquaculture development in Echinades)

Christiana Kalogirou

Christiana Kalogirou was born in Athens. She holds a degree in Economics from the Athens University of Economics and Business and a master’s degree (M.Sc) from the National and Kapodistrian University on Disaster and Crisis Management Strategies in the Administrative and Development Sectors.

She has worked for 20 years in the private sector. She has prepared studies and scientific works in the field of economic and regional development. At the same time, she actively participated in initiatives related to issues of sustainable development, blue economy and entrepreneurship, environmental protection and cultural heritage as well as issues related to the modern woman.

In 2004 she was elected MP of the prefecture of Lesvos with New Democracy. In 2012 she took over the position of Secretary General of the Decentralized Aegean Administration of the Ministry of Interior. In 2014 she was elected Regional Governor of the North Aegean. From August 2019 to April 2021 she served as Secretary General of the Aegean and Island Policy of the Ministry of Shipping and Island Policy. In April 2021 she took over the position of Secretary General of Rural Development and Food.

Regional Governor of Western Greece

Nektarios Farmakis

Nektarios Farmakis was born in 1980 and grew up in Agrinio where he completed his circular studies.

He studied at the Law School of the Democritus University of Thrace, receiving a bachelor’s and master’s degree in Civil Procedural Law.

He served his military service in the Air Force.

From 2006 until 2019 (when he was elected Regional Governor of Western Greece), he practiced as a Lawyer. He is a lawyer at the Supreme Court, a member of the Agrinio Bar Association and since 2013, an accredited Ombudsman by the Ministry of Justice.

He speaks English and German.

He is married to lawyer Evi Chr. Grandpa and father of two children, Areti and Thanasis.

In the regional elections of 2010 and at the age of 30, he was elected first in votes Regional Councilor of Etoloakarnania with the faction “We live West”. In the next regional elections of 2014, he was a candidate for Deputy Regional Governor of Etoloakarnania with the combination “Together, let’s make our place”, while in the regional elections of 2019, he became the leader of the “All from the beginning” faction, which won the elections with 56%. 38% (second round). He was sworn in as Regional Governor on August 29, 2019 and took office on September 1, 2019.

He is a member of the Board. of the Union of Regions of Greece and Chairman of the Digital Governance Committee of EN.PE.

Ioanna Argyrou

Ioanna Argyrou, is a Biologist / Ichthyologist, a graduate of the Department of Biology of the Aristotle University of Thessaloniki and holds a master’s degree in Environment and Development, from the National Technical University of Athens. She is active in the field of Fisheries, Aquaculture, Environment and RES as a Designer and Technical Consultant for development and applications.

Has many years of experience and special know-how in matters of preparation and implementation of studies, management and evaluation of investments. She has participated as a specialist scientist in many EU-funded research projects. or National Resources, undertaking their planning, coordination and utilization – implementation. She has many scientific publications and announcements in conferences in Greece and abroad.

She has been active in her cognitive and scientific field for the last 23 years through the company “NAYS”, of which she is the founder.
“NAYS” specializes in Studies and Consulting services on Sustainable Fisheries and Aquaculture, Environment and environmental licensing, Climate Change monitoring. It is also active in Marine Spatial Planning and Blue Growth in coastal, insular and offshore areas, in Regional Development, and the design of investment plans under the Circular Economy to enhance competitiveness. In addition, it provides design and consulting services for investments in Renewable Energy Sources in the context of Green Development, corresponding services for alternative Tourism, Quality Assurance Systems, Marketing, and specialized services for the standardization and processing of agricultural products.

“NAYS” has been a pioneer in the design and creation of Areas of Organized Development of Aquaculture Activities (POAY) in Greece through participatory processes and with emphasis on spatial options with the best and multiple synergies and local investment interactions with societies.

Ioanna Argyrou has been included as an independent expert in the European Database of Experts since 2009 and is a member of the Database of Independent Experts for European Research and Innovation (CORDIS) since 2013.

She was a co-founder and is a Member of the Board. of the “Hellenic Technological Aquaculture Technology Platform” (ETEPY), which was strategically and operationally designed by “NAYS”, participant and administrator of the patent entitled “FISH FARM” for the protection and growth of the population with the aim of strengthening fishermen.

Christos Staikouras

He was born in Lamia, Fthiotida, in 1973.

He was elected MP in Fthiotida with Nea Demokratia political party on the election of 2007, 2009, 2012 (May and June), 2015 (January and September) and July 2019.
From October 2009 until June 2012 he was Deputy Head of the Economic Policy Sector of Nea Demokratia.
From June 2012 he was appointed as Alternate Minister of Finance, and held his position until the election of January 2015.
From February 2015 until June 2019 he was the Head of ND Economic Policy Sector.
From July 2019 he was appointed as Minister of Finance.

He holds a degree in Mechanical Engineering from the National Technical University of Athens (NTUA), a Master in Business Administration (MBA) from the Management School, Imperial College of Science, Technology and Medicine, University of London, and a Doctor’s degree (PhD in Banking) from the Department of Banking and Finance, Cass Business School, City University.

He is Associate Professor in Finance at the Athens University of Economics and Business.

He was part time academic staff at the Hellenic Open University (2004-2007), Assistant at the Athens University of Economics and Business (2006 – 2019), Visiting Professor at the Universities of Thessaly, Athens, City and European University Cyprus.

He has worked at the Central Bank of England and the Eurobank Group.
He has published over 50 research papers in international refereed scientific journals, books and monographs and he has also participated in many scientific international conferences.
He is member of scientific and research societies and organizations.

Nikos Papathanasis

Nikos Papathanasis, is a mechanical engineer, studied at the University of Toronto and received postgraduate degrees in Business Administration and Aeronautics.

He started his working life in 1984 at the DeHavilland Aircraft Company (now Bombardier) in Toronto. He was a member of the Board of Directors of the Hellenic Aviation Industry (EAB) and a member of the Board of Directors and Executive Vice President of Olympic Aviation.

He worked for twenty-four years in senior and top management positions of companies in the Private sector as well as listed in Greece and Abroad. His experience includes the management of public transport companies of public interest such as CEO of ISAP SA and President and CEO of STA.SY SA. From 2008 to 2010 he was elected President of the Center for Greek and Public Enterprises and Public Interest Organizations (KEDEO).

In his thirty-five years of work experience, he has demonstrated important work in the development of business plans, the maturation of investments, the reorganization and the streamlining of the operation of companies, with the consequent result of the significant improvement of their financial results.

In 2016, with the decision of the President of ND, Mr. Kyriakos Mitsotakis, he took over the general management of the party.

On July 8, 2019, he was appointed Deputy Minister of Development and Investment, in charge of Industry and Trade, at the Ministry of Development and Investment.

On August 4, 2020, he was promoted to Deputy Minister of Development and Investment, responsible for Private Investment and Public-Private Partnerships.

Ioannis Smyrlis

Mr. Ioannis Smyrlis is a political scientist, graduate of the Department of Political Sciences and Public Administration with a Postgraduate Diploma in International and European Relations from the University of Athens (EKPA).

He represented the Ministry of Interior during the rotating Greek Presidency of the EU in 2013-2014. He was Press and Public Relations Consultant of ODIE SA. in 2009-2010, Adviser to the General Secretary of the Ministry of Shipping in 2007-2009 and Adviser to the General Secretary of S.E.P.E. in 2005-2007.

He was elected as the first president from Greece of the Youth Organization of the European People’s Party (YEPP) 2007-2009, the largest political Youth Organization in Europe.

He served as Secretary of International and EU Relations of New Democracy Party and a Member of the Political Bureau of the European People’s Party (ELK) in 2013-2019. During that time, he cultivated personal relationships with major stakeholders in Brussels and other European capitals.

He was a European fellow of the German Marshall Foundation of the USA and a member of the EU Youth Assembly for the European Constitution (2003), the Hellenic Society of Political Science (E.E.P.E.) and the Hellenic Society of International Law and International Relations of the Aegean Institute for the Law of the Sea and Navigation.

He has been a freelancer since 2009 in activities related to catering, trade and import-export.

Christos Bouras is Professor in the University of Patras, Department of Computer Engineering and Informatics.

His research interests include 5G and Beyond Networks, Analysis of Performance of Networking and Computer Systems, Computer Networks and Protocols, Mobile and Wireless Communications, Telematics and New Services, QoS and Pricing for Networks and Services, e – learning, Networked Virtual Environments and WWW Issues.

Apostolos Apostolakos

Apostolos Apostolakos was born in 1967 in Piraeus, holds a Diploma in Business Studies and an MBA from Nottingham Trent University and has 30 years of professional experience.

From 1988 to 1990 he worked in OPTIMA SA of the P. PANTELIADIS GROUP, while after that for 12 years, from 1991 to 2003, in ELGEKA SA. in Sales Manager positions, such as Retail Sales Manager and General Sales Manager.

From 2003 to 2006 he worked as General Manager of Sales and Exports in CRETA FARM SA while from 2007 to 2018 he was General Manager and Managing Director of HELLENIC SUPERMARKETS SKLAVENITIS SA.

Petros Kokkalis

He studied Modern History at the University of Hampshire, with a postgraduate degree in Public Administration from the Harvard Kennedy School of Government. As vice-president of Olympiacos, he reformed the club into one of the leading professional teams in Europe.

He was also the founding president of the Greek Super League. He is the co-founder and secretary of the award-winning International Organization for Environmental Protection (IUCN) NGO “Earth Organization”.

Distinguished executive of the local government in Piraeus (2014 – 2019), who was promoted to a pioneer municipality for the promotion of entrepreneurship and support of start-ups operating in the maritime economy.

The European Commission has awarded the Blue Growth Piraeus initiative in the European Entrepreneurship Promotion Competition 2018.

He participated decisively in the humanitarian support of the big refugee wave during the period 2015-2016.

In 2019 he was elected MEP with SYRIZA – PROGRESSIVE ALLIANCE.

Professor Biological Sciences University of Patras

Panayotis Dion. Dimopoulos

Professor Panayotis Dion. Dimopoulos holds a degree in Biological Sciences and a PhD on “Flora and Vegetation Ecology of mountain ecosystems”.

Faculty member since 2000 and Professor in Botany and Ecology from 2009 to 2016 in the Department of Environmental and Natural Resources Management and from 2016 onwards in the Department of Biology of the University of Patras.

His research interests and key-expertise (1990-2021) lie in: flora and vegetation analysis, conservation and ecology of species and habitats focusing to: inventory, monitoring, assessment and mapping of habitats and ecosystems in protected areas (Greece & Cyprus); biodiversity evaluation and analysis (species and community level); mapping and assessment of ecosystems and their services; vegetation and flora databases; Article 17 (Dir. 92/43/EEC) reporting on the conservation status assessment of habitat types (Greece & Cyprus); conservation policy and National Biodiversity Strategy and Action Plan for Implementation.

Since 1990, he has published 137 articles in peer-reviewed journals, 130 of which are included in the ISI-Web of Science. During the last nineteen years (2001-2021), he has published 120 articles in ISI journals and in peer-reviewed non-ISI journals. Following the Google Scholar, the 10-year h-index is ninety-six (96) for the complete list of publications and 67 since 2016, while the total h-index is 36).

He has participated with 112 and 95 oral presentations in International and National Conferences respectively.

He has participated as lead researcher and to date have coordinated 40 national and 20 European research projects. I

Athanasios Staveris

Secretary-General for Telecommunications and Posts Athanasios Staveris-Polykalas is specialised in Artificial Intelligence and Machine Learning algorithms, data analysis, and Natural Language Processing technologies.

On July 2019 he was appointed an adviser to the Minister of Digital Governance with strong contribution on cybersecurity matters and the implementation of the 112 alert service in cooperation with the Secretariat-General of Civil Protection.

Mr Staveris holds a PhD on High Energy Physics from the University of Athens, a Master’s degree on Applied Physics from the National Technical University of Athens, and an MBA for Executives from Plymouth University.

He has worked on a broad range of ICT projects in the private sector for more than ten years, while he has also worked as a researcher at the CDF experiment in Fermilab, USA through an RTN scholarship and with the cooperation of the INFN Sezione di Pisa.

Ioannis Nengas

Dr. Ioannis Nengas holds a BSc with honors in Fisheries Science from the University of Plymouth, UK, Department of Marine Studies and a Ph.D. in Fish Nutrition from the same University.

He is currently working at the Hellenic Center for Marine Research (HCMR) as Research Director and Deputy director of the Institute of Marine Biology, Biotechnology and Aquaculture (IMBBC) on applied fish nutrition research for over twenty-five years.

Among his research and commercial experiences are feeding management techniques, the evaluation of nutritional quality of raw materials as potential ingredients in fish diets and feeds, nutritional requirements of cultivated aquaculture species, formulations of commercial diets, effect of nutrition on quality, health and defense system of fish and fish feed technology.

Has participated on numerous European Union and national research projects and produced over 50 publications in peer reviewed journals. Author of Fish Nutrition related chapters and co-editor of one book.

He has worked as invited professor on fish nutrition at the University of Thessaly, in Greece and has wide experience in consulting fish feed and fish production operations for different aquaculture species in many parts of the world on fish nutrition and feeding.

Nikos Chatzinikolaou

Nikos Chatzinikolaou was born on October the 9th 1962, in Alexandroupolis, Evros. He started working as a journalist in 1983 covering education topics in the newspaper “MESIMVRINI”.

In 1984, he received the “Botsi” award for journalism. He then started to cover political issues. Meanwhile, he started his collaboration with the Sunday edition of the newspaper “Akropolis”, the newspaper “Ethnos” and the magazines “ENA” and “STATUS”.

In September 2007 he founded along with Andreas Kouris the «Real Group», which owns the radio station “Real Fm 97.8” in Athens, “Real Fm 107.1” in Salonica, “Ellinikos 93,2” in Athens, the weekly (every Sunday) newspaper “Real News” and the news portal “Real.gr”.

Ioannis Politis

Ioannis Politis is a journalist and political analyst with more than 30 years of professional experience in major newspapers, radio stations and television channels.

He worked for 28 years as a political columnist and head of its electronic edition for newspaper “TA NEA”. He joined MEGA Channel since its start and worked for 14 years as a political editor, head of the Political Reporters team and news anchorman. He served as General Manager of Athens 9.84, City and Vima FM radio stations. He also worked for the Greek Public Television (ERT) as a political commentator in the Evening News and as News Magazine anchor.

Today he works as columnist for “REAL News” newspaper and anchors the X2 program in Action24 Channel. He is the editor of “Politisonline” site and a spokesman for the European Public Law Organization. An honorary professor, he teaches “Information Sources” at the UoA Department of Communication & Media Studies.

He is Ambassador of Special Olympics Hellas and of the Association of Social Responsibility for Children and Youth (SKEP). He won the annual journalism prize from the Botsis Foundation.

He was born in 1961 in Meganisi, Lefkada. He has an MBA (East London University) and a BA in Communication & Mass Media (Queen Margaret University).

Aquaculture Conference | Greece 2021

"2021/2027: Development challenges and critical milestones"

The 2nd Aquaculture Conference is being held in a different environment, as the COVID-19 pandemic crisis has dramatically affected dozens of areas of social and economic life on the planet. In this new environment, fish farming, the most dynamic animal feed industry in the world, is emerging as a critical pillar of growth for the EU.

The continuing dependence of EU member states, as 70% of the products consumed come from third countries, demonstrates the need for an immediate redesign of Community policy to increase primary production within the EU.

Greece as a leader in aquaculture or fish farming has great potential for further development, but also the promotion of high-quality products. It must therefore play an important role in shaping the EU’s new aquaculture plan and highlighting all the benefits of developing the industry. An industry that combines primary production with export-oriented, sustainable development and the use of new smart technologies. Political leadership from the EU and Greece, academic technocrats, and industry representatives will engage in a fruitful dialogue.
